Dying Light - The Following is only the DLC The Following. You need the base game for that aswell, it's not standalone. As the others have said I would recommend the Enhanced edition though since it contains all important DLC (including the following) and the base game.

Absolutely need to play the Following ad it's a continuation of the story of Harran and if you are going to get the new game when it releases, it's a must to complete the Following so you know where it ended for Harran. Not to mention it's a great dlc.
